On July 17th the paper titled Why Arizona Needs a Ban on Data Centers: Truth be Told as Chapter One was caused to be submitted to Governor Hobbs and Attorney General Mayes, and others, with the follow-up paper Arizona Quantum and Battery Energy Storage Systems, as Chapter two.

The initial paper has caused great concern over a colossal number of issues which you can read below. As of August 31st, the Attorney General is asking the Governor and the State Legislature for a moratorium on centers. The govenor is oppsed in favor of uncontroled growth.

AG Mays mentioned the matter with the Menlo project in Ahwatukee that is raised in the paper of July 17^th.  Her press release states:

“Mayes also noted that data centers have sparked intense opposition, especially where communities were not properly consulted and where developers are building onsite power generation in or near residential neighborhoods. "

Attorney General Mayes held  a town hall in Mesa on October 14th to hear from concerned community members about Menlo Digital’s planned hyperscale data center project. 

Mayes still favors the state legislature to place a pause on projects this upcomming session, and ststed she would hold a second meeting on the Menlo project in November in Ahwatukee.

Chapter 1 of the evidenced based paper titled “Why Phoenix Needs a Ban on Data-AI-Quantum Centers and BESS Projects: Truth be Told” was submitted, covering  Data and AI centers as Chapter 1, and Phoenix-Quantum Centers and Battery Energy Storage Systems, Chaptwer Two.

This addresses the Menlo Digital project in Ahwatukee, AZ that bypassed proper zonong reqiurements as it is next to residential and is a high industrial project now zoned as comercial park setting. 

Saturday August 29th the paper titled Why Maricopa Needs a Ban on Data-AI-Quantum Centers and BESS Projects, Chapters One and Two were submitted to the city. It will be brought to the open forum at the council meeting Tuesday September 1st.

The city of Maricopa will be holding a public meeting to discuss palnning and development codes and issues for so-called centers on November 10th at city hall. This will aford the public to view current progress and ask questions.

THE WANT FOR PROJECT URGENCY:

The administration in DC is in want to build 16 agency specific data centers projects with any additionals for consideration on Federal land for development is on the table as well. Four specific locations are the Idaho National Laboratory, Oak Ridge Reservation, Paducah Gaseous Diffusion Plant and the Savannah River Site. One needs to ask themselves, why so many centers in the USA? 

NATIONAL SECURITY CONCERNS:

One of the largest concerns is with the growth of projects for centers across the country as some 200 are in waiting. Why so...mass surveillance of the populace with expansion since 9-11. As such, it is not lawful to utilized components from countries of concern, e.g. China (including Hong Kong and Macau), Russia, Iran, North Korea, Venezuela, and Cuba. 

This can be found in the John S. McCain National Defense Authorization Act (NDAA) for 2019, the Department of Justice Data Security Rule through Executive Order  14117  that restricts transactions involving "bulk sensitive personal data" by countries of concern, and that are implemented by the Bureau of Industry and Security. This would prevent a project/center from being built  as they cannot stop components from these countries, and all centers handle government data in one form or another. 

The trend now is for rural area land exploitation which brings down property values 5 to 15 percent at current levels. This is accomplished in part by Palantir Technologies, Amazon, Google, Meta, Microsoft and data center REITs Digital Realty, Equinix, Prologis and Cloverleaf, DOD, Kevin O'Lear, Vermaland LLS. (Arizona), West Holdings (Arizona) and cannot forget Bill Gates and others.
